If you work with children in an early childhood setting, you can be REWARDED for:
- Working in the same North Dakota licensed child care program for at least three months, and/or;
- Completing training leading to an Early Childhood Credential or Early Childhood Education degree and/or;
- Completing CDA verification visits.
While funding is available, several individual incentive and stipend opportunities are available for individuals who work in early childhood direct care positions.
Stipends are available from the Department of Health and Human Services and the federal American Rescue Plan Act of 2021. The Early Childhood Section administers the Incentives and Stipends through the ND Growing Futures Registry.
Opportunities
Eligible individuals may apply for one or all of the following funding opportunities. All incentive and stipend payments are taxable income.
Eligibility Requirements
Refer to Opportunities section for more information about each incentive and stipend’s specific eligibility requirements.
To participate, you must have a current, up-to-date membership with the Growing Futures Registry, including the following:
- Your legal name
- Current personal mailing address (home address). Important: DO NOT use your employer's address
- Your true date of birth
- The last five digits of your actual Social Security number. You will be able to update this at the time you submit your first application for an incentive or stipend.
- Current accessible email address

Important Notes
- Growing Futures offers both Basic Accounts and Memberships. To qualify for the Workforce Stipends and Incentives you must have a membership.
- Your Registry account information must match your federal employment/tax information.
- If any of the items above do not match the federal information at the time you apply for an incentive/stipend, you will not be able to receive payment of any incentive or stipend you are eligible to receive. If you have a name or address change in the future, be sure to update your Registry Account immediately to remain eligible. It is your responsibility to make sure your account information is current and accurate.

To participate, you must have a completed North Dakota Payment Processing ID Number (Supplier ID#) and verification from the federal IRS.
When you submit an application for an incentive or stipend, the system will check to see if you already have a supplier ID#. The supplier ID is the number that is used to issue your payment.
If you do not have a supplier ID#, you will be directed via emails sent to your personal email account on the steps to complete the one-time process.
North Dakota Office of Management and Budget (OMB) Supplier Setup requires the use of your legal name, address and social security number that is associated with your tax information.
If you receive a Supplier Account error, please review the email sent to you and follow the steps indicated. If your email directs you to update your supplier onboarding account, follow these step-by-step instructions.
If your address, payment situation, or name changes, it is important that you update your information by following the instructions in the email you received or sign in here and update the information that is not accurate.
To be eligible for a quarterly Individual Workforce Stipend described below, your employer must verify your employment and complete an Organization Profile Review every 30 days.
Beginning in April 2022, your employer began receiving an email every 30 days to update and verify your employment information.
You will not be eligible to apply for the Individual Workforce Stipend if your employer has not completed the verification form each month.
Talk with your program director to make sure they are receiving and completing the Organization Profile Review.
Important Notes:
- If you change jobs, be sure to update the Employment section of your Growing Futures Registry account immediately.
- Individuals need to have worked at least 90 days with one (1) employer.
- If your employer changed ownership, your start day of employment with the new employer is the date that is used to qualify an employee; individuals need to have worked at least 90 days with one (1) employer.
- Family and group providers must have verified organization accounts with the Growing Futures Registry for their business and follow this same procedure

You can apply for incentives and stipends from your Growing Futures member account.
Be sure to read the details of each of the incentives and stipends for which you are eligible and follow the directions to complete your application. Remember each incentive and stipend has specific rules and requirements.

Step 1: Go to the Growing Futures website at www.ndgrowingfutures.org, click Login.
Step 2: Log in to your Growing Futures individual account by entering your email address and password.
Step 3: On the left side navigation of your individual account, Click on Workforce Incentives and Stipends.
Step 4: Click on the green Apply button.
Step 5: There are multiple sections in the application that you will need to Review/Manage. You can track your progress by viewing the (unconfirmed/confirmed, incomplete/complete) icons. Click the Review/Manage button to view the information in each section.
Step 6: It is important that your personal information be correct and up to date. If your personal information needs to be updated, click the Edit button in the top right corner. Click Confirm when information is accurate and reflects your IRS tax information.
Step 7: Once you have made the changes to your personal information you will need to click the Save button at the bottom of the page.
Step 8: Click the Review button and verify that your Employment Information is accurate. If your employment information needs to be updated, click the Edit button in the top right corner. Click Confirm when employment is accurate.
Step 9: Click the Manage button for Workforce Incentives and Stipends.
Step 10: Select the incentive and stipend you would like to apply for. Click Check Eligibility to see what Workforce Incentives and Stipends you are eligible for.
Step 11: If you are not eligible, "Not Eligible" will appear. Click on the View Eligibility Requirements for more information.
Step 12: After you have selected everything you want to apply for, click Save & Confirm.
Step 13: Once all sections have been Reviewed/Managed and confirmed/complete, click on the green Submit Application button.
Step 14: You will need to agree to the Terms and Conditions box and click Continue.
Step 15: Successful completion of your application will appear as below.
Note: After your application has been successfully submitted you will receive a series of emails for next steps to set up your payments (Payee Profile-Supplier ID Account).
The first time you apply for an incentive/stipend, you will be required to complete tax identification information and receive a Payment Processing ID number (supplier ID#). This will involve several extra steps.
You will receive emails and instructions to complete the process. Be sure to follow each step exactly and provide complete information.

Inaccurate or incomplete information at this step will mean that payment cannot be sent to you.
It is your responsibility to make sure the information in your account is current, accurate, and that it matches the information you use for tax purposes.
