The Preschool Development Grant Birth through Five (PDG B-5) grants provide funding for states and territories to support early childhood services for children birth to age five. Funds support a needs assessment, strategic planning, family engagement, quality improvement, workforce compensation and supports, and direct services for young children. PDG B-5 grants support improved collaboration among existing programs as well as a mixed delivery system.
The Preschool Development Grant offers North Dakota a unique and unprecedented opportunity to expand and develop Early Childhood services and supports across the state. North Dakota’s goal is for all children and families in all areas of the state to have access to quality early care in all program settings, supported by a well-aligned state system that is responsive to and supportive of both families and the early childhood workforce.
2023 PDG B-5 Renewal Grant
In December 2022, the North Dakota Health and Human Services, Early Childhood section (HHS-EC) was awarded the federal Preschool Development B-5 Renewal Grant. HHS received $6.75 million in year one of the grant period, and up to $6.75 million in each of the following two years. The PDG B-5 Renewal Grant builds on the work completed through the original PDG B-5 Grant awarded to North Dakota in 2018.

2018 PDG B-5 Grant
In 2018, the North Dakota Department of Public Instruction (ND DPI) was awarded an initial federal Preschool Development B-5 Grant. With the grant funds, North Dakota completed several activities including a Statewide Needs Assessment and Statewide Strategic Plan and began initial work on an integrated Early Childhood data system (ECIDS).
