The Unaccompanied Refugee Minor program provides services to certain groups of youth who have come to the United States seeking safety without a parent or guardian to care for them. 

All unaccompanied minors in North Dakota are resettled and served in the Fargo/West Fargo area.  Agassiz Valley Human Service Zone is the state-selected provider and offers a comprehensive set of services and benefits including unique services designed to meet the cultural and linguistic needs of the population:  

  • Foster care provider recruitment, training and licensing
  • Support services for foster care providers
  • Placement into a foster care setting
  • Case management 
  • Family reunification 
  • Establishment of legal responsibility
  • Foster care maintenance payments (room, board, clothing) 
  • Transition / Independent Living Skill building 
  • Education and training vouchers
  • Recreational activities

Additional services are provided in collaboration with community partners: 

  • Education
  • Family tracing and messaging
  • Immigration assistance
  • Job and career training
  • Medical, mental health and behavioral healthcare
  • Interpretation 

The program strives to locate and connect unaccompanied minors with family members in the United States and overseas for the possibility of reunification, and helps develop the skills necessary to enter adulthood, achieve self-sufficiency, and become integrated into and valuable contributors to the local community.
