Developmental Disabilities provides support and training to individuals and families in order to maximize community and family inclusion, independence, and self-sufficiency; to prevent institutionalization; and to enable institutionalized individuals to return to the community. To achieve this goal, the Developmental Disabilities Division contracts with private, nonprofit and for-profit organizations to provide an array of residential services, day services, and family support services.

Home and Community Based Services (HCBS) Regulations

The Centers for Medicare and Medicaid Services (CMS) has issued regulations that define the settings in which it is permissible for states to pay for Medicaid Home and Community-Based Services (HCBS). The purpose of these regulations is to ensure that individuals receiving long-term services and supports through the HCBS programs under the 1915(i), 1915(c), and 1915(k) Medicaid authorities have: 

  • Full access to the benefits of community living, and 
  • The opportunity to receive services in the most integrated and appropriate settings.
