Health Statistics and Performance - Remote in North Dakota - Substance Use Analyst/Harm Reduction SpecialistJoin a team of public health professionals working to identify health risks in North Dakota. The North Dakota Department of Health and Human Services (HHS) Surveillance & Data Management Unit is seeking a position that will serve half-time as a Data Analyst and half-time as a Harm Reduction Specialist to join their team in serving the state. As the Data Analyst, you will serve as the substance use analyst alongside the Substance Use Program Lead. You'll be responsible for the collection and abstraction of drug overdose data while also supporting the Injury Program, Violent Death Reporting Program during data closeout periods and assorted projects through the Substance Use program. You'll work with section team members in developing and maintaining data dashboards, provide technical assistance and training to division staff, and assist in various data analysis projects. As the Harm Reduction Specialist, you will be responsible for coordinating work among the HIV/HCV Prevention Program. This position will be responsible for the oversight and education of the syringe exchange program. Tasks may include needle exchange; overdose prevention; harm reduction education; HIV/HCV testing and referrals; and linkage to care, treatment, and other services. This position will direct participants to appropriate programs and educate participants on how to access available services and resources in the community. The HRS will also provide training to participants, volunteers, and staff. Each day, you will work alongside the Surveillance & Data Management director and Health Statistics & Performance section team members, Sexually Transmitted and Bloodborne Diseases team members, key partners, and the state epidemiologist to coordinate various substance use/harm reduction activities statewide. While not exhaustive, some of the duties you will be asked to do will include maintaining a working knowledge of data requests and changes for your key program areas, conduct data quality assurance activities, and assist with the completion of programmatic closeout reports. Additionally, you may be asked to create and disseminate written reports, presentations, web-based articles, press releases, and publications. You will participate in workgroup meetings, programmatic trainings and other conferences as needed. This position will collaborate with a variety of internal and external programs and partners and therefore the roles and responsibilities may change in order to address current priorities and upcoming surveillance needs. Occasional overnight and out-of-state travel may be required. To thrive in this position, you must have a strong passion for public health prevention and customer service. You must be detail-oriented with proficient organizational and communication (written and oral) skills, and the ability to consistently deliver high-quality work under time constraints. You must be highly motivated with the ability to work independently and within a team environment. You must maintain strict confidentiality and data security per applicable laws and procedures.To be considered, you must have a bachelor's degree in biology, epidemiology, public or community health, social work, sociology, psychology, or a related field AND one year of social work and/or data analysis work experience. A master's degree in any of the above-mentioned fields may be substituted for one year of work experience. Experience and proficiency with Microsoft Office programs is required. You must have a valid driver's license or have the ability to travel from one location to another within the state, as needed.Location: This position may be based anywhere within North Dakota and may work from home. Travel within the state will be required.

In the Business Analyst role, you will create and maintain reports for the DOCR, including internal and public open-records requests. Provide business analysis by gathering and documenting requirements, identifying opportunities, and addressing business issues for new projects, process redesigns, or system enhancements. Lead program and project implementation, including developing and executing test plans to ensure business requirements are met. Collaborate with NDIT to implement and maintain technology systems, ensuring best practices are followed. Work with vendors, stakeholders, and users to resolve and prevent data system errors. Assist in developing and overseeing data governance policies and procedures. Knowledge of the software development life cycle (SDLC).

Minimum Qualifications

A bachelor's degree with a major in computer science, computer or management information systems, project management, business administration or a field closely related to those listed and three years of work experience involving business analysis, system administration, information technology training etc., or an associate's degree with a major in computer science, computer or management information systems, project management, business administration or a field closely related to those listed and five years of work experience involving business analysis, application support, system administration, information technology training, etc.

Preferred Qualifications

Experience with Power BI, SQL, and Crystal for reporting. Proficient in creating custom reports, dashboards, and conducting statistical analysis. Skilled in visually presenting data to diverse audiences to enhance business performance. Experienced in Change Management. Strong written, verbal, and interpersonal communication skills. Able to work with cross-functional teams to achieve varying goals. Managed application support processes and business use of information technology systems.
