Career Description




The Transportation Management Officer in our Local Government Division will monitor and implement the NDDOT's Transit Program and provide guidance and direction to the state transit agencies and the public on transit-related issues. The duties for this position are as follows:Implement NDDOT's Transit Program: Provide technical assistance and training to transit agencies. Update the State Management Plan for Public Transportation with the current federal and state requirements. Enforce and educate new and current Federal Transit Administration (FTA) regulations and administrative laws as they pertain to public transit requirements. Assist in the development of annual grant applications for available funding. Review and process quarterly operating service data and budget requests, and capital payments. Monitor contracts and end dates. Represent the NDDOT at local, state, regional, and national meetings applicable to public transportation. Implement and monitor the Risk Assessment documents and Single Audit monitoring for transit agencies. Serve as a back-up to other transit staff in the section when needed. Reporting for Federal Transit Administration (FTA): Collect, analyze, and report required data for National Transit Database (NTD) and other required reporting, completely, accurately, and timely. Provide technical assistance to subrecipients as needed. Submit reports to FTA as assigned.Subrecipient Oversight for Compliance: Conduct oversight inspections of transit projects in conjunction with the federal and state programs. Assist transit agencies with planning, coordination, and grant administration. Monitor rolling stock, equipment and facilities to ensure they are maintained in optimal condition and updated in data software system. Monitor issues identified during compliance oversight reviews an ensure they are resolved. Transit Drug and Alcohol program: Communicate updates on federal requirements to transit agencies. Manage the Management Information Systems (MIS) report to FTA for drug and alcohol testing results. Develop RFP for hiring Consultant. Contract and manage the Drug and Alcohol Consultant contract. Update Drug and Alcohol Program Plan template and forms. Provide training and guidance to transit staff and transit agencies as needed.Implement the Transit Asset Management (TAM) Program: Monitor the federal regulations and provide technical assistance to transit agencies on federal program requirements. Maintain a TAM plan template and review agency plans. Ensure that annual documentation and reporting is completed and submitted to FTA. Provide training and guidance to transit staff and transit agencies on program areas.Other Federal Programs: Safety Program - Monitor federal regulations of the Safety program. Provide technical assistance to transit agencies on federal program requirements. Maintain a Safety plan template and review agency plans. Intercity Bus Program - Monitor federal regulations for the FTA Intercity Bus Program. Provide technical assistance to intercity bus operators on federal regulations. Update program requirements as needed. Tribal Transit Program - Monitor federal regulations of the tribal transit program. Provide technical assistance to tribal transit agencies on federal and state program requirements. Update program requirements as needed. Cybersecurity - Monitor federal regulations of the Cybersecurity program. Provide information to transit agencies on federal program requirements. Provide training and guidance to transit staff and transit agencies as needed.

Minimum Qualifications

Bachelor's degree, andFour years of work experience leading to a level of knowledge, skill, and ability necessary to work independently in interacting with others, problem-solving, decision-making, developing and implementing policies, and meeting established goals through planning, organizing, and controlling work activities. Four years of progressively responsible work experience may substitute for two years of the education requirement. Requires a class D drivers license to travel to public meetings and project locations.Employment of the selected candidate will be contingent on satisfactorily completing the interview process and a verifiable record of satisfactory performance in previous employment.
