At the North Dakota Office of Management and Budget (OMB), we are driven by our values of respect, integrity, excellence, resourcefulness, and responsiveness to provide innovative leadership and support to the State of North Dakota.We are seeking a motivated individual to join our great team of procurement professionals with a passion for the learning acquisition of information technology solutions, services, and enterprise technology contracts.! Our mission at State Procurement is simple and important-design competitive procurement processes to select the most advantageous suppliers and solutions for use by government entities to serve our citizens.To succeed in this position, you must be able to work collaboratively with customer agencies and information technology professionals. Strong writing and analysis skills are required to develop solicitations and manage contracts for the acquisition of complex purchases, services, and enterprise projects that significantly impact government operations. Leadership, communication, and trouble-shooting skills are required to lead teams, facilitate evaluations to determine the best-value solutions for the State, and provide contract administration to ensure that objectives are met.Additionally, you will research and develop new state contracts and cooperative purchasing opportunities, identifying potential savings through market research, data analytics, and customer needs assessments. Providing procurement assistance and mentorship to state agencies is also essential. To be considered for this position, we prefer candidates to have a bachelor's degree in information technology, Business Administration, Communications, Paralegal Studies, Pre-law, or Supply Chain. However, relevant experience may be substituted for education on a year-for-year basis. Relevant work experience includes, but is not limited to, IT software, project management, hardware, business analyst, competitive procurement, and contract administration. For IT Procurement Officer I, a minimum one year of work experience in a procurement or IT-related field with a bachelor's degree, or five years of relevant work experience without a degree, is required.For IT Procurement Officer II, three years of work experience in a procurement or IT-related field with a bachelor's degree, or seven years of relevant work experience without a degree, is required.Most engagements are virtual/teleconference and very little travel is required.Hiring Salary Range: IT Procurement Officer II $5,500- $7,500/month; depending on experience. IT Procurement Officer I, 4,200 - $5,900/month
