Capital Improvement Project Procurement Officer

Finance Division - Remote within ND - Capital Improvement Projects Procurement OfficerAs a public entity entrusted with spending taxpayer money, prioritizing prudent spending, and adhering to laws governing procurement, as a Capital Improvement Projects Procurement Officer with North Dakota Health and Human Services' Finance Division. The Procurement Officer role is integral to ensuring efficient and transparent procurement processes.As a Capital Improvement Projects Procurement Officer, you'll manage the procurement and financial tracking for both large and small capital improvement projects. For projects over $200,000, you will prepare Request for Qualifications (RFQs), coordinate firm selection, negotiate contracts, and oversee invoicing and payments. You will also manage project bids, approvals, and changes while maintaining documentation for audits. For projects under $200,000, you will work with plant services and contractors to develop specifications, prepare bidding documents, and oversee bid openings and contract awards. Additionally, you will prepare and finalize the CIP Budget Report, review payments, and ensure compliance with state regulations.To thrive as a Capital Improvement Projects Procurement Officer, you must possess excellent communication skills, with a keen understanding of how language and phrasing impact effective interactions. Strong project management experience is essential, including the ability to oversee complex projects, manage procurement and contracting, and coordinate with multiple stakeholders. A solid understanding of construction terminology and industry-specific language is also important. Flexibility is key, as you will need to adapt to changing priorities. Additionally, working with a variety of personalities requires strong interpersonal skills, enabling you to listen, influence, and educate others effectively.To be considered for the Capital Improvement Projects Procurement Officer, you must have a bachelor's degree and at least five (5) years of professional experience in procurement, construction, engineering and/or project management with an emphasis on capital improvement projects.About HHS:ND HHS strives to make North Dakota the healthiest state in the nation by reinforcing the foundations of well-being: physical, economic, and behavioral.
