The ideal applicant would have knowledge of the principles and practices of structure inspection, non-destructive testing techniques, basic structural engineering principles, knowledge of various site-specific characteristics and their potential effects on structural condition (e.g., temperature, weather conditions, scour, etc.); safety practices, OSHA regulations; directing, organizing, and coordinating with district and railroad staff; complex inspection procedures; adapting inspection methods and techniques to meet various site-specific circumstances; and operating a variety of inspection tools, equipment, and vehicles. The applicant must be able to work in a team environment. The applicant must encompass effective collaboration, adaptability, conflict resolution, accountability, respect, and both leadership and followership abilities. Effective written and verbal communication skills are also required in communicating technical information and inspection plans with inspectors and Department staff, developing technical reports and recommendations. This position further requires skill in the use of standard office software applications (i.e., word, excel, etc.), and the ability to learn and use bridge inspection software and photo editing software.Expectations include traveling for a minimum of 8 months annually, from April 1st to November 30th, with overnight stays (approximately 20% of the time) across North Dakota. The remainder of the year will be spent in the office or performing ancillary inspections (High Mast Lighting, Overhead Sign Structures).This position will assist the senior bridge inspector in the following duties:Structural Inspection:Perform routine field inspection, NSTM inspection, and/or special inspection of existing, recently constructed, and damaged state-owned bridges and other related structures. Perform channel cross sections.Prepare for inspections by reviewing structure files, identifying structure components and elements.Ensure inspections accurately and completely reflect the structural and functional conditions of the structure, are thorough, timely, and completed in accordance with NDDOT policies, procedures and the FHWA National Bridge Inspection Standards (NBIS).Enter field inspection data into tablet.Prepare detailed structure inspection reports with photos in accordance with the NBIS.Use non-destructive testing (NDT) methods and survey equipment to assess damage as required.Record various measurements and take photographs for use in load ratings or developing repair strategies.Utilize unmanned aerial and surface vehicles to supplement inspections where appropriate.Attend refresher training to ensure compliance with state and Federal inspection requirements.Make recommendations for maintenance activities for structures.Structural ManagementResponsible for importing, exporting, verification, and updating of inspection data for state owned bridges and ancillary structures (High Mast Lighting, Overhead Sign Structures).File reports and photos.Quality Control/Quality Assurance: Perform on-site inspections and Quality Control of inspection data. Review and validate inspection information from other inspection teams to ensure quality assurance.

Ability to walk over uneven terrain or in water, inspecting from significant heights (i.e., 50+ feet), and effectively utilize equipment to perform complete and thorough inspections (e.g. nondestructive testing, snooper, boats, ladders, hip waders, probes, hardhats, survey, drone, etc.). The North Dakota State and Local Intelligence Center (SLIC) is comprised of state and federal law enforcement agencies. The mission of the North Dakota SLIC and the role of the analyst is to collect, store, analyze, and disseminate information on crimes, both real and suspected, to the law enforcement community, government officials, and private industry concerning dangerous drugs, fraud, organized crime, terrorism and other criminal activity for the purposes of decision making, public safety, and proactive law enforcement.This civilian (non-sworn) criminal intelligence analyst position for the North Dakota SLIC provides vital investigative support to various law enforcement agencies in North Dakota, as well as throughout the nation. Job duties of this position include inputting data from ongoing investigations, search warrants, traffic stops, etc., into a centralized intelligence database; conducting trend analyses, statistical studies, link analyses, and case support; and providing targeting information to the various local, state, federal, and tribal law enforcement agencies.This is a TEMPORARY, FULL TIME position, and it could be located in one of the following field offices: NDSLIC in Bismarck, Jamestown, Fargo, Grand Forks, Devils Lake, Minot, Williston, and Dickinson.

Minimum Qualifications

A bachelor's degree in criminal justice, intelligence studies, homeland security or related field, and experience (2 years is preferred) performing duties in researching, compiling, analyzing, and fusing information and or intelligence in a law enforcement or military or government intelligence agency. Additional work experience as described may substitute for the education requirement on a year-for-year basis.Ability to write clear and comprehensive information reports, threat and risk assessments, and other analytical products to support strategic and operational planning activities.Knowledge of principles, concepts, and methodologies of analysis to research, review, interpret, evaluate, and integrate all-source data.Knowledge in accomplishing liaison and coordination with counterpart analysts in the intelligence community which result in coordinated research and analyses.Excellent prioritization, time management, and organization skills.Ability to comprehend the training and methodologies necessary to complete the required tasks and to provide case support to law enforcement officers.
