We are currently looking for a full-time Energy Program Manager to manage federally funded state energy efficiency programs and provide administrative, professional, and fiscal leadership for the federally funded state energy programs at the Department of Commerce. As Energy Program Manager, you will develop, evaluate, and implement program management policies and procedures, interpret federal and state regulations relating to oversight of the state energy efficiency programs, and identify, analyze, and track state and federal legislation.You will serve as the spokesperson for the agency's state energy efficiency programs and ensure the agency complies with all federal and state regulations and protocols.To succeed in this position, you must have an understanding of federal and state energy programs, be a highly organized and strategic thinker with a proven ability to work with and manage a variety of individuals.To be considered for this role, you must be able to travel in and out of state. You must have a minimum of a bachelor's degree and a minimum of five years in energy generation, federal energy programs, energy efficiency programs and/or similar or related experience.Preferred candidates will have supervisory experience, understand energy efficiency and legislative and regulatory issues, and be familiar with federal energy and environmental legislation. Location: Commerce has a central office location in Bismarck and this position will be working remotely from any North Dakota location. This position will require the following certifications: Cardiopulmonary Resuscitation (CPR), Emergency Medical Dispatch (EMD), and National Crime Information Center (NCIC) within six months of hire . The Attorney General is the chief legal officer for the state of North Dakota, and the Attorney General's Office serves more than 70 state agencies, boards, and commissions, as well as the University System. The Natural Resources and Native American Affairs Division, a Division in the Attorney General's Office, provides legal services to state agencies that are involved with and regulate the State's natural resources. An attorney hired for the position will represent the agencies in all legal matters and collaborate with other attorneys in the division to advise other agencies. Your role will involve complex oversight and management of non-MPO city transportation planning, identifying and resolving related issues, and scheduling and coordinating activities.Part of the role of the MPO/Urban Coordinator is to be a project manager for Federal Aid Highway Projects. In this area, you will handle all project activities between the department and consultants for urban regional/urban roads and Highway Safety Improvement Program (HSIP) projects. This will include monitoring compliance with milestone dates, ensuring timely submission of necessary documents, conducting technical project reviews, and coordinating with local public agencies and divisions/districts. You will also review environmental documents and plans, attend relevant meetings to provide technical assistance, prepare cost estimates, determine funding splits, create proposals in PACER, and manage complex project agreements with multiple entities.

Minimum Qualifications

Minimum Qualifications

The Deputy Solicitor General is an important position within the Office of the North Dakota Attorney General, focused on constitutional issues, appellate advocacy, and litigating against the Federal Government. The position of Deputy Solicitor General is demanding and it will require significant commitments of both time and energy. In exchange, you will have the opportunity to play an important role in some of the most important legal issues affecting the State. You may also have opportunities to take on substantial levels of responsibility very quickly. Remote or hybrid work arrangements will be considered on a case-by-case basis. Responsibilities of the Deputy Solicitor General will include: Conducting thorough and exhaustive legal research, with a focus on constitutional law-both Federal and State;Drafting and editing high quality legal briefs and motions;Remaining up to date on legal developments around the nation with the potential to impact the State's interests;Assisting the Solicitor General and Attorney General in developing the State's litigation strategies on a wide array of issues;Advocating on behalf of the State in the North Dakota Supreme Court and in federal courts around the country;Managing and directing counsel retained by the State for additional litigation support; and Other duties as assigned by the Solicitor General. In addition to the monthly salary, this position includes fully paid health insurance for employee and family (with a wellness rider included), the option to participate in employee-paid dental and vision for employee and family, participation in the state NDPERS defined contribution retirement plan as well as the option to participate in the 457 deferred compensation plan, the option to contribute to a medical spending account, and earning annual leave and sick leave.

Minimum Qualifications

Licensed to practice law in North Dakota, or licensed to practice law in another state with the expectation of seeking admission to the North Dakota bar within one year;Demonstrated high academic or professional achievement;Excellent legal research skills using Westlaw, historical dictionaries, and other research tools;Excellent written and verbal communication skills;Willingness to dedicate significant time and energy to the responsibilities of the position; Ability to maintain a high degree of confidentiality and exercise independent judgment; High ethical standards and clean discipline record;Ability to maintain harmonious working relationships with supervisors and colleagues; andSuccessful completion of the interview process and background checks.Beneficial ExperiencePrior experience with appellate brief writing and oral argument will be given preference, but is not a requirement.Prior experience managing complex litigation will be given preference, but is not a requirement.
