Northern Valley Human Service Zone is seeking a CPS Case Manager (10-10-5311) for the Child Welfare/Family Services Department. As a CPS Case Manager, you will utilize the Safety Framework Practice Model to protect the health and welfare of children and families when child abuse or neglect is suspected or has occurred. Northern Valley Human Service Zone works to protect children and families by providing services and advocacy while promoting family stability, respecting diversity, and working to create and strengthen connections to community resources. We work to prevent abuse by providing education, resources, and support to parents, families, and community organizations. Northern Valley Human Service Zone is seeking committed, passionate CPS Case Managers to serve our Child Welfare Services clients. As a CPS Case Manager, you will serve across all phases of the family services program, including assignment of reports for the in-person assessment of reports of child abuse and neglect. You will also be responsible to adhere with policy, best practice and planning, arranging emergency interventions, and providing general program administration. This position will gather necessary facts and complete written documentation as well as connecting families to critical and supportive services. This position maintains responsibilities of a highly complex and sensitive nature and requires a high degree of knowledge, skills, and passion in child welfare. Work activities involve decision-making within parameters of approved policies and procedures, thorough, accurate and timely responses as well as accurate documentation that complies with State and Federal Regulations. This position also requires coordination with local service providers, law enforcement and legal entities, as well as emergency response planning. This role will require testifying at court proceeding. This position requires some afterhours/non-traditional working hours including on-call scheduling. Frequent travel throughout Northern Valley Human Service Zone is required and travel within Mountain Lakes Human Service Zone as needed.

Minimum Qualifications

To be considered for this position, you must have a bachelor's degree in one of the following areas: social work, psychology, sociology, counseling, human development, education, human services, child development and family science, behavioral health, or criminal justice. Plus, one of the following:Family Service Specialist III (SC7005):Two (2) years of professional work experience as a social worker, child protective service worker, or professional case manager.A master's degree may substitute for one (1) year of the work experience requirement.Family Services Specialist II (SC7004):One (1) year of professional work experience as a social worker, child protective service worker, or professional case manager.A master's degree in one of the above areas may substitute for the work experience requirement. Family Services Specialist I (SC7004):No work experience requiredThe successful applicant must pass a standard background, motor vehicle, and criminal record check.

The position is responsible for prosecuting drug-related criminal cases and asset forfeiture cases under the High-Intensity Drug Trafficking Area (HIDTA) program in state and federal courts. The HIDTA prosecutor develops and administers guidelines for drug cases and coordinates with state, local, and federal law enforcement agencies. This position will be located in Grand Forks, Bismarck, or Fargo and depending on location, some travel may be required. Legislative drafting and committee testimony will be required as directed by the Attorney General. The position may require occasional participation in criminal justice training and public speaking engagements and will perform other duties as assigned. This position is funded by federal grant funding and is contingent upon those funds. In addition to the monthly salary, this position includes fully paid health insurance for employee and family, the option to participate in employee-paid dental and vision for employee and family, participation in the state NDPERS defined contribution retirement plan as well as the option to participate in the 457 deferred compensation plan, the option to contribute to a medical spending account, and earning annual and sick leave.
